Windows has failed to start.....

I factory reset my laptop, and now when i go on it says. "Windows has failed to start. A recent hardware or software change might be the cause. It tells me to insert a windows installation disc (Which i dont have) or contact your system administrator or computer manufacturer. But i dont know where/how to contact said Manufacturer (Besides this fourm, i couldn't find a number) A telephone number or even help on what to do would be nice!
